A practical comparison for learners

The comparison below is a teaching summary, not the official wording of the ICAO descriptors. Use the rating scale and the relevant assessment provider for formal interpretation.

LevelNameDevelopment focus
4OperationalCommunicate effectively in familiar work contexts; maintain meaning and use clarification when difficulties arise.
5ExtendedCommunicate with greater consistency and ease, including more successful paraphrasing and understanding of varied speech.
6ExpertCommunicate with a high degree of flexibility and precision, including nuanced meaning and effective management of an exchange.

Why a strong skill does not cancel a weak one

The overall ICAO rating is based on the lowest of the six skill ratings, not their average. For preparation, this makes an uneven skill profile especially important: good vocabulary cannot compensate for repeatedly misunderstanding important information.

A course should therefore return to all six areas across different tasks. One extended explanation may reveal pronunciation, structure, vocabulary and fluency, but it cannot by itself show how you understand another speaker or repair a misunderstanding.

What to change as you improve

Our development stage revisits familiar tasks with less preparation, more varied wording and unexpected follow-ups. The aim is to see whether the improvement transfers to a new context. A more elaborate answer is useful only if it communicates more accurately.

  • Replace vague wording with a more precise description of the situation.
  • Express causes, conditions and uncertainty without changing the facts.
  • Sustain connected speech while keeping the important information easy to follow.
  • Listen to unfamiliar but intelligible voices and check how you handle complications.
  • Use a partner’s answer to move the conversation forward, rather than returning to a memorised script.

Compare clarity without assigning a rating

DESCRIPTION PRACTICE
A colleague says: “There is a problem and we need more time.” You know that a door indication remains on, a check is in progress and its completion time is unknown.

How could you make the report more informative without inventing a diagnosis?

Show the explanation

“The door indication is still on. A check is in progress, but we do not yet have a completion time.” This is a course-created example of more precise information. A single sentence cannot establish Level 4, 5 or 6.

Does Level 6 mean having a native accent?

Do not treat accent imitation as the main learning objective. Focus on intelligibility, accurate meaning and effective interaction. Accent alone does not establish a rating, and a speaker’s nationality is not a substitute for evidence of ability.

Formal assessment and any re-evaluation arrangements depend on the applicable framework and licensing authority. Check the current rules that apply to your licence rather than relying on a universal renewal schedule copied from a course website.
